The Planning and Zoning Commission will hold a workshop, working lunch session and regular meeting open to the public on Thursday, September 14, 2017 in the Board of Supervisors Room, located in the County Annex Building, 75 W. Cleveland Street in St. Johns. The workshop will begin at 9:00 a.m., the working lunch session will begin at 12:00 p.m., and the regular meeting will begin at 1:00 pm.

Workshop Session

Under Arizona law, the Planning and Zoning Commission is tasked with developing the Comprehensive Plan. This workshop is for the Commission members to formulate ideas for the Land Use Element. The Land Use Element is the largest section of the Comprehensive Plan, and the Commission will use this workshop to create the outlines of a first draft. The Commission will use the 2004 Comprehensive Plan, along with citizen input from the community meetings held earlier this summer, as the foundation for developing the Land Use Element. The workshop will last 3 hours. Members of the public who would like to attend are encouraged to review the 2004 Comprehensive Plan found on the Community Development website https://www.co.apache.az.us/community-development/.

Working Lunch Session

1.    Discussion of the other possible elements that could be included in the Comprehensive Plan, such as Transportation, Infrastructure, Economic Development, Recreation, and Natural Resources.

Item #1    Call to Order.

Item #2    Roll Call/Determination of a Quorum

Item #3    Approval of the minutes from the August 3, 2017 meeting.

Item #4    PUBLIC HEARING, consideration and possible recommendation for approval of a conditional use permit allowing Navopache Electric Cooperative, LLC (NEC) to construct a 240’ steel lattice communication tower, replacing an existing 40’ steel monopole communication tower. The tower is located on private property at the Tucson Electric Power (TEP) Generating Station in the NEC Sub Station within the TEP Sub Station yard. Township: 11, Range: 30, Section 34. Item #5    Discussion of a possible amendment to the Apache County Manufactured Home Ordinance Article 7 Section 730(A)(1), which would allow manufactured homes more than 15 years old to be permitted through a Conditional Use Permit.

Item #6    Call to the Public (Forms must be turned in at this time). Individuals may address the Commission on any relevant issue for an amount of time determined by the Chairman. At the close of the call to the public, Commission members may not respond to any comments but may respond to criticism, ask staff to review a matter, or ask that a matter be placed on a future agenda.

Item #7    Report from Staff to the Commission, including pending, recent, and future agenda items.
