1. Following a public hearing, discussion and possible amendment to the Apache County Flood Damage Prevention Ordinance to comply with Arizona Department of Water Resources (ADWR) State Ordinance. ADWR administers the National Flood Insurance Program.  TABLED

1.  County Manager: Discussion and possible approval of CONSENT ITEMS: All items indicated by an asterisk (*) will be handled by a single vote as part of the consent agenda, unless a Board Member or the County Manager objects at the time the agenda item is called. APPROVAL

County Manager/Clerk of the Board:

*A.  Request approval of demands as distributed to the Apache County Board of Supervisors between January 17, 2017 to February 7, 2017. Demands are payments made or to be made, by the County. Specific details of the demands may be requested through the County public record request process.

*B.  Request approval of minutes dated January 17, 2017 and January 20, 2017.

Personnel Items:

*C.  District I: Discussion and possible approval to reinstate Patrick Sandoval to the position of District Manager at the salary of $73,973.52, effective February 7, 2017, with no probationary period.

2.  County Manager: Update and possible action regarding the State of Emergency due to snow and accumulated mud throughout Apache County.  APPROVAL TO CONTINUE DECLARATION OF EMERGENCY

3.  County Manager: Discussion and possible approval of a restaurant liquor license application recommendation for Lance Bauer, Hidden Meadow Ranch, 620 County Road 1325, Greer, Arizona.  APPROVAL

4.  County Manager: Discussion and possible approval of a letter supporting the implementation of Outreach Officers for Veteran’s Affairs. APPROVAL

5.  Supervisor Doyel Shamley: Discussion and possible approval of a letter from the Board of Supervisors, to the Bureau of Land Management regarding travel management.  APPROVAL

6.  Supervisor Doyel Shamley: Discussion and possible approval of a letter of commitment to the United States Forest Service (USFS) regarding the Greens Peak Project.  APPROVAL

7.  Supervisor Doyel Shamley: Discussion and possible action regarding appointment of Supervisor Doyel Shamley to represent Apache County on Natural Resources issues and notify appropriate agencies.  APPROVAL

8.  County Manager: Discussion and possible approval of an Intergovernmental Agreement between Apache County, the Town of Eagar, the Town of Springerville and the City of St. Johns for a public trail construction of the Crooked Nail Trail.  APPROVAL

9.  Engineering/GIS: Discussion and possible approval to modify the job classifications within the Engineering Department as follows:

Delos Bond CEA II (range34) to CET II (Range 42) with no increase in salary.
Steve Rogers, GIS Program Tech (range 34) to CET I (range 38) with no increase in salary.
Dale Hauser, CEA II (range 34) to a CET I (range 38) with no increase in salary.
Tammy Davis, increasing responsibilities as GIS Program Technician (range 34) with an increase in salary of $2,750.21, bringing her salary to mid-range.  APPROVAL FOR ONLY TAMMY DAVIS INCREASE

10.  Malena Bazurto, Grants Manager: Discussion and possible approval of contract #WFHF 16-203 between Apache County and Arizona State Forestry for a cooperative fuels treatment of the Whiting Homestead property near Vernon, Arizona, at a cost not to exceed forty
thousand dollars ($40,000) with a 10% match by the property owner.  APPROVAL

11.  County Manager: Discussion regarding preparation of agendas for the Board of Supervisors. NO ACTION NEEDED

12.  Notification of the Eastern Arizona Counties Association on February 15, 2017 at 3:00 p.m. at the County Supervisors Association (CSA)building, 1905 W. Washington Street in Phoenix, the Small Counties Forum meeting on February 15, 2017 at 5:30 p.m. at the CSA building, 1905 West Washington Street in Phoenix and the County Supervisors Association meeting on February 16, 2017 at the CSA building, 1905 W. Washington Street, in Phoenix where two or more members of the Apache County Board of Supervisors may be in attendance.   NO ACTION

13.  Call to the Public: Individuals may address the Board on any relevant issue for an amount of time determined by the Chairman. At the close of the call to the public, Board members may not respond to any comments but may respond to criticism, ask staff to review a matter, or ask that a matter be placed on a future agenda.
