Description :


Under general supervision of the County Treasurer, performs work of a confidential and independent nature with varying degrees of complexity; performs related work as required or assigned.  This position is appointed by the Treasurer and works at his/her pleasure.



Under the general administration of the County Treasurer, the duties include: Supervision of staff as they carry out their tasks and oversight of the policy and procedures set forth by the Board of Supervisors and the Auditor General’s Uniform Accounting Manual for Arizona County Treasurers.

This position plans, directs, manages and oversees the banking, cash management and investment activities and tax collections of the Treasurer Office.  This position is responsible for most banking activities of the County, maintaining banking relationships with financial service providers and brokerage firms and managing the investment activities of the County.  Duties include, oversight of daily public banking operations with the highest level of customer service, establishing and overseeing policies and procedures related to the office, maintaining and overseeing all bank accounts maintained by Treasury, performing complex procedures to reconcile County bank accounts and records with banks and other financial institutions, monitoring bank service fees and addressing quality issues, daily investing of County monies, preparing and monitoring cash flow forecasts and performing financial modeling and supervising, directing, training and evaluating support staff.  The ideal candidate will also have knowledge of banking, investment trading and portfolio management.



A.  Knowledge, Skills and Abilities:


Strong background in and knowledge of the principles and practices of management, administration, personnel, finance and accounting.  Strong researching, writing, and oral skills.


B.  Education:

  • Three years of professional experience in finance or accounting operations and cash management.
  • One year of experience supervising professional-level staff.
  • Bachelor’s degree in finance or accounting.


C.  Preferred Qualifications:

The ideal candidate is a creative, sophisticated, and service-oriented public finance professional who has outstanding leadership and interpersonal skills. Desirable candidates will have a proven track record of effectively leading change, improving customer service, and building mutually productive relationships with a wide variety of stakeholders. A history of demonstrating a commitment to staff development and empowerment will also be considered favorably. A minimum of five years of directly related management experience.
