December 3, 2013

1. Discussion and possible approval to accept State Grant-In-Aid in the amount of $25,000. This is a change in language and is an ongoing grant from the Arizona State Library.


NOTICE OF PUBLIC MEETING AND AGENDA OF THE
APACHE COUNTY PUBLIC HEALTH DISTRICT 
HELD IN CONJUNCTION WITH THE
BOARD OF SUPERVISORS MEETING
December 3, 2013

1.  Discussion and possible approval of Intergovernmental Agreement Amendment #1, Teen Pregnancy Prevention Program '' Abstinence Plus, that revises wording in Scope of Work, Provision D in the amount of $187,420 and is at no cost to the County.

NOTICE OF A PUBLIC MEETING AND AGENDA OF
THE APACHE COUNTY BOARD OF SUPERVISORS
December 3, 2013
 

1.    Call to the Public: Individuals may address the Board on any relevant issue for an amount of time determined by the Chairman. At the close of the call to the public, Board members may not respond to any comments but may respond to criticism, ask staff to review a matter or ask that a matter be placed on a future agenda. 

2.   Discussion and possible approval of CONSENT ITEMS: All items indicated by an asterisk (*) will be handled by a single vote as part of the consent agenda, unless a Board Member, County Manager or member of the public objects at the time the agenda item is called.

County Manager/Clerk of the Board:

*A.  Request approval of minutes dated November 19, 2013.

*B.  Request approval of demands dated November 19, 2013 to December 3, 2013. Demands are payments made by the County. Specific details of the demands may be requested through the County public record request process.

*C.  District I: Notification of a $25,000 donation by Patrick Byrnes, CEO of Overstock.com for turkeys for District I Senior Citizen Centers, community elders, needy families, and at risk patients.

Personnel Items:

*D.  Sheriff's Office: Request approval to remove John ''J.D.'' DeMatteo and Justin Weller from probationary status effective November, 26, 2013 with the 2.5% end of probation increase. 

*E.  Assessor's Office: Request authorization to change the current vacant Appraiser II to an Appraiser Apprentice. The Appraiser II position requires Level II Certification through the Arizona Department of Revenue, and there were no qualified applicants for the position. This will result in a cost savings of $3,486.

*F.  Clerk of the Court: Request authorization to hire a temporary Courtroom Clerk I for a period of 120 days. This position will be funded from the Clerk's Local Court Automation Fund.

*G.  School Superintendent's Office: Request authorization to remove Charlene Madrid from probationary status effective November 13, 2013. With the 2.5% End of probation increase.

*H.  Human Resources: Request approval to remove Traci Lund from probationary status effective November 23, 2013 with the 2.5% end of probation increase.
 
*I.  Recorder's Office: Request ratification to increase temporary Administrative Assistant II, Mae Clark from 19 hours per week to 40 hours per week utilizing the Recorder's Surcharge Fund, effective November 25, 2013.  

*J.  Recorder's Office: Request authorization to hire a temporary Voter Outreach Coordinator, not to exceed 6 months at $12.48 per hour.
 
*K.  Treasurer's Office: Request authorization to hire a temporary Accounting Specialist I at $10.00 per hour, not to exceed 120 days.

Community Development:
 
*L.  Request approval to re-appoint Tom Tilford and Patsy Plant as Planning and Zoning Commission members to a 4 year term. 

3.  Engineering Department: Discussion and possible approval of a resolution adding non system Roads N3119, N3120 and N3114 to the Apache County Road Maintenance System. The estimated cost is $115,173 utilizing District III HURF funding.
 
4.  County Manager: Request approval of a Memorandum of Understanding between Apache County and the Round Valley 4th of July Rodeo Committee.

5.  County Manager: Discussion and possible approval of the 2014 Board of Supervisors' meeting dates. 

6.  Recorder's Office: Presentation on the quarterly report for the GIS/Street File Project.

7.  Apache County 4-H, Mike Hauser: Recognize the five Apache County leaders inducted into the Arizona 4-H Hall of Fame as part of the Arizona 4-H Centennial Celebration in 2013. Inductees are: Eleanor Gorman form Chinle, Irene Notah from St. Michaels, Dan Heap and Jack Hessler from St. Johns and Linda Rice from Round Valley.
 
8.  Notification of the Arizona Association of Counties Annual Conference, December 4 and 5, 2013 to be held at the Phoenix Convention Center, 100 N. 3rd Street, in Phoenix at 8:30 a.m. both days, where two or more members of the Apache County Board of Supervisors may be in attendance.
